Request for Proposals for Nonprofit Affordable Housing Developers

November 3rd, 2020 (GLENDALE, CA) YWCA Glendale invites the submittal of qualifications from affordable housing developers interested in developing and operating affordable housing for low and moderate income families on the eastern parcel (pool) land area which contains approximately 8,600 SF, including a 6,350 SF basement for subterranean garage. YWCA Glendale intends to execute a long-term lease with the selected developer. The purpose of the RFP is to seek qualified developers with multiple-project experience to develop affordable housing units on underutilized parcels currently owned by YWCA Glendale. The preference is for majority of the units to be available to families earning less than 50% of area median income per federal guidelines. The actual level of affordability will be determined based on the project’s feasibility including available financing resources.
The successful developer(s) will have the unique opportunity to partner with YWCA Glendale to provide affordable housing and supportive services that prioritize services for domestic violence victims and low/ moderate income families in furtherance of the City of Glendale and LA County’s affordable housing initiatives and policies.
Responsibilities of the developer(s) may include but are not limited to:
- Preparation of conceptual site plan and building designs;
- Preparation of market analysis to identify affordable housing needs and potential nonresidential components;
- Preparation of development and operating budgets and financing plans;
- Securing financial commitments for construction and permanent financing;
- Negotiation of disposition and development agreements;
- Completion of working drawings and building permit approvals;
- Coordination of construction activities;
- Marketing and leasing with all residents;
- Ongoing property management
Applicants should submit a proposal on or before Friday, December 18, 2020 by 3:00 pm.
Proposals submitted after this time will not be accepted. Proposals should be marked “Responses to the YWCA Glendale Request for Proposals” and must include all required documents. YWCA Glendale reserves the right to reject any or all proposals or to cancel this Request for Proposals if it is deemed in the best interest of the YWCA Glendale.
